Saudi Arabia Expands AI Ambitions with New Global Tech Partnerships

Riyadh, Saudi Arabia – Saudi Arabia is solidifying its position as a leader in artificial intelligence (AI) and emerging technologies through a series of high-value partnerships with global tech giants. At the 2025 LEAP Tech Conference, Minister Abdullah bin Amer Alswaha announced over $15 billion in AI-driven investments aimed at transforming key sectors, including energy, cloud computing, and manufacturing.

Key AI Deals Driving Saudi’s Digital Transformation

One of the most significant deals includes a $1.5 million collaboration between Aramco, the world’s second-largest oil company by market capitalization, and Groq, a leading AI computing firm. The partnership aims to enhance AI-powered cloud computing within Saudi Arabia’s energy sector, improving efficiency and data processing in oil and gas operations.

Speaking at the event, Ahmad Al-Khowaiter, Aramco’s VPN of Technology & Innovation, emphasized the importance of multi-stakeholder collaboration in AI advancements:

“AI innovation cannot be achieved in isolation. It requires strong global partnerships that align with our vision of digital transformation.”

Beyond Aramco, Saudi manufacturing giant Alat has joined forces with Lenovo (NASDAQ: LNVGY) in a $2 billion investment to build an AI-integrated manufacturing facility in Riyadh. This strategic move is expected to generate thousands of high-tech jobs while positioning the kingdom as a key player in AI-powered industrial automation.

Global Tech Giants Betting on Saudi Arabia’s AI Future

Saudi Arabia’s ambitious AI push has attracted investments from Salesforce (NASDAQ: CRM), Tencent (NASDAQ: TCEHY), SambaNova Systems, and Databricks, collectively pouring over $3 billion into the kingdom’s AI ecosystem. Meanwhile, Google (NASDAQ: GOOGL) and Alibaba Cloud (NYSE: BABA) are intensifying their presence in Saudi Arabia, competing for dominance in the region’s expanding cloud computing and AI services market.

These initiatives are part of Saudi Arabia’s broader $40 billion AI investment plan, which includes the development of cutting-edge data centers, a focus on renewable energy-powered AI solutions, and the launch of localized large language models (LLMs) tailored for the Arabic-speaking world.

Yasir Al-Rumayyan, Governor of Saudi Arabia’s Public Investment Fund (PIF), highlighted the kingdom’s energy advantage in AI expansion:

“AI will be an energy-intensive sector, and Saudi Arabia is uniquely positioned to supply both fossil fuel and renewable energy to power the AI revolution.”

Competing with the UAE in the Middle East’s AI Race

Saudi Arabia is facing increasing competition from the United Arab Emirates (UAE), which has been aggressively investing in AI and blockchain technology. The UAE’s G42 and Mubadala Investment Company have launched similar AI-focused initiatives, making the Middle East a battleground for technological supremacy.

To gain an edge, Saudi Arabia has announced plans to train over 7,000 AI specialists by mid-2024 through government-backed programs and private sector partnerships. The move is expected to strengthen local expertise and reduce reliance on Western technology firms.

The Bigger Picture: AI’s Role in Saudi Vision 2030

These AI investments align with Crown Prince Mohammed bin Salman’s Vision 2030, which aims to diversify Saudi Arabia’s economy beyond oil. The kingdom is pushing for a data-driven economy, leveraging AI in sectors such as healthcare, fintech, cybersecurity, and smart city infrastructure.

With AI-driven initiatives gaining momentum, Saudi Arabia is on track to become the leading AI and cloud computing hub in the Middle East, positioning itself as a global powerhouse in the digital economy.
